FHI 360 is seeking an experienced Senior Technical Officer to provide state-level leadership for the STRengthening Infectious Disease DEtection Systems (STRIDES) Nigeria program in Enugu. In this pivotal role, you will oversee the implementation of all technical activities, with a primary focus on strengthening disease surveillance systems, laboratory capacities, and outbreak preparedness. You will coordinate closely with government entities, local partners, and subcontractors to ensure alignment with national strategies and donor requirements. This position offers an opportunity to lead high-impact public health initiatives and mentor stakeholders in critical health security activities.

Key Responsibilities

  • Provide state-level technical leadership for all STRIDES activities, ensuring alignment with global health security goals.
  • Oversee disease surveillance systems, laboratory/diagnostic capacities, and data collection and analysis protocols.
  • Coordinate with government entities and partners to implement outbreak preparedness and response strategies.
  • Develop or write technical briefs, reports, and materials to facilitate research and best practices.
  • Lead capacity-building efforts for government counterparts and partners in health program implementation.
  • Conduct analysis of project implementation to identify areas for improvement and propose strategic guidelines.
  • Collaborate with M&E teams to interpret data sets and assessment findings for decision-making.
  • Draft client reports, presentations, and technical manuscripts summarizing project results.
  • Monitor technical work plans and budgets, collaborating with finance and operations colleagues.

Required Qualification and Skills

  • Master’s Degree in Public Health, Epidemiology, Microbiology, Laboratory Science, Health Systems, or related fields.
  • Minimum of 6+ years of relevant experience in public health, laboratory systems strengthening, or outbreak response.
  • Prior experience working in an NGO, government agency, or implementing USG/donor-funded health projects.
  • Demonstrated ability to coordinate and provide technical guidance to multiple stakeholders at the state level.
  • Strong experience in capacity building, training, and mentoring government counterparts.
  • Knowledge of international/national health regulations, laboratory biosafety, and surveillance protocols.
  • Excellent organizational, analytical, and project management skills.
  • Proficiency with Microsoft Office Suite and database management software.
  • Ability to influence, collaborate, and communicate clearly in English.
