The Senior Technical Officer delivers high-level technical leadership for the USAID-funded STRIDES Activity in Lagos State. This strategic role drives the strengthening of infectious disease surveillance, laboratory and diagnostic systems, data management, and outbreak preparedness and response, ensuring full alignment with national priorities and USAID requirements.

Key Responsibilities

  • Provide technical leadership and oversight for all STRIDES activities in Lagos State
  • Coordinate closely with Lagos State Government, local partners, and subcontractors
  • Lead capacity building in disease surveillance, laboratory systems, and outbreak response
  • Monitor protocols, data sets, training materials, and technical deliverables
  • Analyze project data and provide evidence-based technical recommendations
  • Develop technical reports, briefs, tools, and best-practice guidelines
  • Mentor state-level teams and support M&E and quality assurance processes
  • Ensure compliance with SOPs, global health security standards, and donor regulations
  • Contribute to work planning, budgeting, and senior-level reporting

Required Qualification and Skills

  • Master’s Degree or higher in Public Health, Epidemiology, Microbiology, Laboratory Science, Health Systems, or related field
  • Minimum 6+ years of progressive experience in public health, surveillance, laboratory strengthening, or outbreak response
  • Proven experience on USAID/USG or other donor-funded projects (strongly preferred)
  • Deep expertise in global health security and state-level coordination
  • Excellent project management, analytical, and stakeholder engagement skills
  • Strong mentoring and capacity-building experience
  • Proficiency in Microsoft Office Suite and database management
  • Fluent in written and spoken English
  • Ability to travel domestically 10–25%
