Job Description
NCDMB is recruiting a Construction Site Lead III to provide senior, day-to-day leadership for the Construction Department on active oil & gas facilities. This role ensures that construction, fabrication, and maintenance activities are executed safely, to required standards, and in full alignment with operational integrity expectations—while coordinating resourcing, contractor performance, planning, reporting, and compliance on offshore/onshore assets.
Key Responsibilities
- Lead daily administration of the Construction Department and maintain clear communication with the Maintenance Superintendent on progress and risks
- Ensure all personnel—owned staff and contractors—receive the information, control measures, and safety guidance required to execute work efficiently
- Report incidents and non-conformances immediately; uphold HSE compliance and statutory site safety requirements
- Support resourcing, coaching, and capability development of construction personnel to meet required competency standards
- Drive adherence to Technical and Operational Integrity Standards across maintenance, fabric, and engineering execution
- Support creation and stewardship of operational budgets; liaise with onshore teams, contractors, and cross-functional departments
- Ensure priorities are communicated proactively via meetings, handovers, and performance alignment with targets
- Raise Purchase Requisitions, verify delivery of materials/equipment, and maintain tight stock and accountability controls
- Operate and administer the Maintenance Management System (Maximo), inputting/extracting data and maintaining up-to-date departmental work orders
- Manage Maximo records for Planned and Corrective work orders while ensuring strong housekeeping of planning and execution evidence
- Lead bolted-joint management in compliance with the joint integrity manual and governing documents
- Supervise construction and fabric maintenance activities; maintain safe storage and upkeep of air-driven tools in line with strategy
- Maintain valid training certifications for construction team members and track renewals
- Act as the offshore focal point for planned outages/shutdowns under direction, and coordinate execution with Facilities Engineer toward the 2-week plan
- Sustain uncompromising safety leadership, accountability, and compliance in all site activities
Required Qualification and Skills
- Bachelor’s Degree in Engineering, Construction, or related discipline
- Minimum 10 years experience in oil & gas construction supervision or surveillance
- Mandatory offshore certifications: Combined Offshore Survival, Fire Fighting & HUET; MIST/IMIST; Oil & Gas Offshore Medical; Certificate of Fitness for Emergency Response Team duties
- Approved Awarding Body Mechanical Engineering qualification or equivalent proven experience
- Experience on offshore/onshore oil installations, preferably FPSO; strong grasp of construction sequencing and shut/maint execution
- Skilled in resource coordination, contractor interface, performance reporting, safety governance, and team capability development
- Proficiency with Maintenance Management Systems (Maximo experience strongly preferred), planning rhythms, and daily reporting
- Strong communication, operational control, integrity-driven execution, and resilience under field pressure
