NCDMB is recruiting experienced Construction Surveillance Personnel to provide daily technical, safety, and quality oversight for oil & gas construction works across ongoing project sites in Nigeria. This role is central to ensuring construction activities progress in full alignment with approved engineering standards, safety culture, and compliance with local regulatory and consent requirements.

Key Responsibilities

  • Conduct daily surveillance of active construction activities on site
  • Verify and validate work performance against approved drawings, procedures, and specifications
  • Identify, document, and escalate non-conformances, deviations, or unsafe practices
  • Support on-site HSE compliance monitoring and pre-task/ toolbox engagements
  • Coordinate technical clarifications with QA/QC, engineering, and construction teams
  • Provide accurate daily/weekly construction progress and surveillance reports
  • Monitor contractor adherence to project standards and enable local compliance readiness
  • Facilitate on-the-job coaching and knowledge transfer for national construction personnel

Required Qualification and Skills

  • Bachelor’s Degree in Engineering, Construction, or related discipline
  • Minimum 10 years’ experience supervising or surveilling construction within oil & gas projects
  • Proven experience working with EPC contractors and multi-disciplinary execution teams
  • Solid command of construction safety principles, quality standards, and best practices
  • Competency in reading and interpreting technical drawings, specs, and quality documents
  • Strong field surveillance, inspection, and technical reporting capabilities
  • High attention to detail with uncompromising safety-first approach
  • Effective communication and collaboration skills across site teams
