NCDMB is recruiting a highly experienced Marine Advisor III to lead specialist marine governance, operational assurance, and policy advisory support across designated offshore and coastal areas. This senior role anchors the organization’s marine leadership—from day-to-day operational safety and compliance to complex casework, MPA engagement, stakeholder management, and long-term marine planning under the NOGICD framework.

Key Responsibilities

  • Lead provision of expert advice on daily marine operations and evolving field issues across assigned marine areas
  • Coordinate complex technical inputs and guidance on high-profile developments, casework, information requests, and NSIPS/DNS matters
  • Provide authoritative marine guidance for Area Statements, and support delivery of Sustainable Marine Network responsibilities
  • Act as expert witness in public inquiries or similar proceedings when required
  • Quality-assure, interrogate, and translate marine assessments, studies, and external reports into clear operational actions
  • Build and sustain senior stakeholder relationships across marine regulators, operators, coastal partners, and protected area teams
  • Contribute to—and help operationalize—the NRW/NCDMB Marine Service Plan, policies, corporate standards, and guidance tools
  • Advise local teams on coastal fringe and designated site matters; support compliance, monitoring, and reporting needs
  • Mentor, coach, and develop colleagues; support capability transfer within marine teams
  • Provide technical contributions to enforcement, marine compliance, and pollution preparedness/response activities

Required Qualification and Skills

  • Bachelor’s Degree in Marine Engineering, Nautical Science, or related discipline
  • Master Mariner or equivalent certification is an added advantage
  • Minimum 16 years’ experience in offshore marine operations within the oil & gas industry
  • Extensive experience with offshore construction projects and vessel assurance frameworks
  • Strong command of marine legislation, conservation policy, monitoring, and analysis methods
  • Proven marine casework experience with excellent evidence interpretation, report writing, and review skills
  • Advanced stakeholder engagement and negotiation skills at senior organizational levels
  • Project coordination, mentoring, and strategic influence capabilities
  • Deep understanding of marine safety, risk governance, contractor oversight, and pollution contingency planning
